John F Kennedy’s Rice Stadium Moon Speech Analysis Essay

Since the industrial revolution, countries have been competing against each other to see who is the most advanced in medicine, technology, and education.In 1957, Russia successfully launched the first artificial satellite, this had started the space age and the United States of America and the U.S.S.R. space race. President John F Kennedy delivered the Rice stadium moon speech in hopes of persuading the American people to support NASA’s intention to send a space craft to the moon. Kennedy attempts to do this by the use of syntax and ethos. Kennedy begins by trying to establish credibility with his student audience by the use of ethos. Kennedy is made an â€Å"honorary visiting professor† and states that his â€Å"first lecture will be very brief†. By putting himself into the position of a professor, he tries to convey to his student audience that he will teach them something important and to open their minds to him. He then lists how humans have advanced learning to â€Å"use skins of animals to cover them† to developing â€Å"penicillin†¦television and nuclear power†. By listing these advancements in mankind, Kennedy shows the audience his knowledge and gives them another reason to trust what he is saying. In gaining the audiences trust, Kennedy can easily persuade them to support NASA’s intentions of sending an aircraft to the moon. The word choice and sentence structure Kennedy uses to deliver his speech helps to persuade American citizens to support NASA’s intentions. Kennedy uses phrases such as â€Å"10,000 automobiles†¦as tall as a 48 story structure†¦ [and] as wide as a city block†. He uses lament terms to appeal to the commons man’s ballpark figure of everyday lengths and power. With better understanding of what Kennedy is saying, his student audience can support NASA with their acquired knowledge. He then states how his surroundings are â€Å"noted for† knowledge, progress, and strength. By his word choice he helps to instill a sense of pride for the homeland. This promotes nationalism among the audience and their desire for their country to be helpful.

Ender’s Game Book Report

Ender’s Game Ender’s Game is a science fiction novel which was written by Orson Scott Card. This novel is about a brilliant military strategist, Ender Wiggin, whose story takes place in the future where there is a constant threat of an invasion from aliens who have been given the slanderous nickname, Bugger. Ender’s childhood is not an easy one considering he gets teased at school for being a â€Å"third† only to come home to an abusive brother who is always harassing Ender and his sister Valentine and he has the weight of the world on his shoulders because they believe that he is the last hope for mankind to fight off the Buggers. After many years of monitoring Ender the International Fleet decides they want to recruit Ender into Battle School, the story’s plot takes off from here where he struggles to cope with others who despise him, he struggles with the thought of leaving his childhood, Valentine and his home and he is also in the constant struggle to dominate the Battle Room. After a few years on this spaceship Ender becomes demotivated and has to visit Earth and see Valentine where he learns about Peter’s plot to take over the world. After this Ender gets shipped off to Eros, the planet which Command School is on and where he meets Mazer Rackham, who was the hero of the first bugger invasion, and Mazer begins training Ender on a simulator that learns and gets harder as the Buggers learn from the past. Eventually Ender beats the simulator only to find out he was commanding the real thing and they didn’t tell him because they wanted to keep his emotions out of it. He also finds out that Earth has been taken over by Peter so he and Valentine colonize the bugger’s old planet where he finds a bugger pupa where he then decides to try and help it. Ender was a young genius who was a third child or third in a time when having more than two children was considered bad. Because of this he was always teased but his birth was actually authorized by the government in an attempt to save the world form the Buggers. Ender changed from innocent and trusting into a hardened and semi-emotionless machine by the end of the story. Ender’s brother and sister had a very big influence on Ender, if it weren’t for them being so smart the International Fleet wouldn’t have authorized Ender’s birth and if it weren’t for Peter he wouldn’t have known how to cry silently and Valentine helped him cope with Peter while also teaching him how to love and helping him when he visits Earth right before going to Command School. The story has many settings. The first of which takes place sometime in the future somewhere on Earth where there is a constant threat of a bugger invasion and having a third child is considered bad which made life a lot harder for Ender which was one of many reasons why he left to Battle School. The setting then moves to the spaceship which Battle School is on which doesn’t really need to be on a spaceship unless Orson Scott Card wanted the spaceship to help with the feeling of isolation. As the story progresses the setting moves to the planet Eros which is where he will be fighting the Buggers thinking he is just in a simulation but he is really fighting the Buggers. One theme that I noticed throughout the novel is how something small can represent something so big like the game that they played in Battle School was a simple game but it was everything they had so it meant so much to them. Another example of this theme is when Ender was in Command School working on the â€Å"simulator† and Ender viewed the game as child’s play when in reality he was fighting the real war without even knowing. This book was interesting at the beginning because of the way Orson Scott Card introduces you to a new world where you have no idea what is going on and slowly reveals the setting as you need to learn it, not overloading you with information at the beginning of the book but not leaving you clueless wondering why something just happened. Overall I thought the book took too long to get to the point on certain occasions and I didn’t really find the plot interesting which made it pretty boring. I find the idea of Ender always being up against opponents older than him or more numerous than him relatable because sometimes I feel like I am always ignored when I ask for a later bedtime because both of my parents look down on me because I am young. The ending was very interesting when he found out that he just defeated the Buggers without knowing and felt guilty but when he got to the Bugger’s planet he found the pupa and was trying to find a new home for it.

The sport is just as addicting as smoking or drinking (Torr 49). Because a gambler has no direct control over him/her, it is considered addicting. Continually, participating in the act of gambling itself is immoral. Religiously, the sport falls under the sin of greed which is a deadly sin (Torr 22). Also, the Tenth Commandment, which is to not covet thy neighbors goods, is broken (Torr 22). Instead of merely just wanting the money, it is being taken and people become victimized by this (Torr 22). In these ways, the poor can be exploited, spending all money that should be used for a family’s or self well-being is wasted away (Torr 22). Being in the position to gamble leads to more immoral actions taken throughout life. Even more so, gambling can cause for trouble in the law. Not only does it lead to crimes such as: forgery, fraud, theft, but can break federal laws by embezzlement (Torr 51). Gamblers have a tendency to spend more money as they play and soon run out of sufficient funds (â€Å"Compulsive Gambling Addiction and Treatment†). A gambler needs sufficient funds and when there are no more, the result is illegal acts of obtaining money (Torr 51). Other ways of obtaining money might be to ask colleagues and they are usually never paid back (â€Å"Compulsive Gambling Addiction and Treatment†). However a gambler will still spend recklessly (oak). In the end, gamblers tend to disregard any rules or persons who will keep him/her from gambling. Now people look towards more advanced technology to escape the criticism of their peers. This factor makes it allowable to gamble outside of areas supervised by the U. S. (Haugen 70). As one continues to gamble, he or she continues to splurge large amounts of money and other valuables (Oak). A gambler is thus blinded by his or her actions and continues to excess gamble. However, this dangerous habit of gambling can have strong repercussions on family and personal life. One drifts away from the family and will quit going to work (Oak). When life is dominated by the activity of gambling, it is all that is thought about and done (â€Å"Compulsive Gambling Addiction and Treatment†). An honest person begins to lie to their family and change behaviors ultimately (Torr 51). Not only is the family deprived of quality time spent together but its funding (Torr 23). As a matter of fact, a family cannot be supported on a gamblers pay, all the money goes towards the casinos as well as the gamblers time. As a final point, an addiction to gambling is a serious issue. It can control ones life and lead to other problems in life. Even medically, gambling can be considered a disease and causes one to be obsessed with the act. Not only is it addicting but also immoral and hurts other people around the gambler. A family or friend can be hurt by these actions. In all, gambling hurts a person and the people around them, it is wrong.

An Excellence And Enjoyment Education Essay Debate and discuss the benefits and drawbacks of cross-curricular and thematic approaches to teaching and learning. You must draw upon a range of academic sources including Excellence and Enjoyment (DfES, 2004) Thematic education is a method of teaching that is becoming more and more prominent within schools across the country due to the Governments education review and their proposed new curriculum for 2011. The switch to this method of teaching is intended to help reorganise the traditional subject areas into thematic areas of learning, easing the pressures on schools to teach strictly to the curriculum and give their teachers the freedom they need in order to do cross-curricular thematic lessons. This report will attempt to define both thematic and cross-curricular education and discuss their respective advantages and disadvantages. Shoemaker (1989) states that a cross-curriculum education is one that is set up so that classroom subjects overlap with one another, the method attempts to bring together numerous aspects of the curriculum into various lessons to reflect the real world such that students can use knowledge learned in one context as a knowledge base in other contexts (Collins, Brown, Newman, 1989). Shanahan (1995) agrees with this definition, he states that thematic teaching is a method of organizing teaching around themes or topics making it possible to integrate instruction across core areasThematic units are designed to encourage students to delve deep into topics developing both an awareness and understanding of existing connections across ideas. The above definitions suggest that thematic and cross-curricular teaching is essential for children to associate that skills learnt in one class are important tools for completing tasks within other subjects in school and tasks outside. Applebee, Langer, Mullis (1989) report why the change to this method or teaching is necessary while students are learning the basic information in core subject areas, they are not learning to apply their knowledge effectively in thinking and reasoning Marzano (1991) and Perkins (1991) build on this; they believe that these methods work towards addressing some recurring problems in education, one in particular being that of isolated skill instruction. Ofsteds report The Curriculum in Successful Primary Schools (2002) in which it was noted that successful schools were the ones in which The teachers recognised that where links are effective they enable pupils to apply the knowledge and skills learned in one subject to others. Because cross-curricular and thematic teaching involves the linking of activities that are designed around topics or themes as well as crossing numerous areas within the National Curriculum they provide an environment that fosters and encourages process learning and active involvement of all students (Fisher, 1991), this would therefore help teacher address the different learning styles of pupils within their classrooms. A claim that Komorowska (2001) backs up, stating that because teaching children is not systematic, the methods and techniques chosen by the teacher are of a higher significance than their results. With regards to the diverse learning styles that children have, experts have identified three (http://www.time4learning.com/learning-styles.shtml): Auditory learners remember by talking out loud, like to have things explained orally and may have trouble with written instructions. Auditory learners may talk to themselves when learning something new. Visual learners easily remember visual details and prefer to see what they are learning. They prefer to write down instructions and may have trouble following lectures. This type of learner enjoys art and drawing; reads maps, charts and diagrams well; fascinated with machines and inventions; plays with lego; likes mazes and puzzles. Kinesthetic learners prefer activities that allow them to do what they are learning about. Tactile learners like to touch things in order to learn about them and like to move around when talking or listening. Shows you rather than tells you. Through the use of thematic and cross curricular teaching, classroom teachers are able to cater for these three distinct groups of learners and, therefore, create an atmosphere in which each group remains interested in the lesson thus combating any boredom and increasing the pupils potential for learning. Former Secretary of State for Education and Skills, Charles Clarke, wrote in the Excellence and Enjoyment Strategy (2004), What makes good primary education great is the fusion of excellence and enjoyment. Children learn better when they are excited and engaged but what excites them and engages them best is truly excellent teaching, which challenges them and shows them what they can do. Which falls in line with Larsen-Freemans statement (2000) that learning becomes even more effective due to it being facilitated in a cheerful environment, and Resnicks (1989) claim that this method increases pupils motivation for learning and their level of engagement because they can see the value of what they are being taught and become more actively engaged in the lesson as opposed to the isolated skill learning that other methods offer. It is, however, important to consider general learning characteristics as well as the previously mentioned groups of characteristics and how these are successfully manipulated through the use of these methods. Thaiss (1986), Krogh (1990) and Jacobs (1989) all write that children that are able to use investigatory skills to explore what they are learning, and interact with other members of their learning community, whether thats other pupils, teachers or classroom assistants, actually learn more than those children that are not encouraged to ask questions and share opinions with other learners. Vygotsky (1962) gives us an explanation as to why this technique is successful. He pointed out that children who have different skills, learn from each other. This is because through the encouragement of investigation, questioning and working together, pupils are given the opportunity to see tasks from the point of view of others. Finally, the humanistic approach in teaching emphasises the importance of individual and distinctive characteristics of a human being and the desire for fulfilment. In education it means student-oriented teaching rather than teacher-oriented one Biskup (1990). Fisher et al says, what promotes creativity is a questioning classroom, where teachers and pupils ask unusual and challenging questions; where new connections are made; where ideas are represented in different ways- visually, physically and verbally; where there are fresh approaches and solutions to problems; and where the effects of ideas and actions are critically evaluated. In a humanistic classroom, such as the one that uses thematic and cross-curricular methods, the teacher is not only a supporter and helper but also a learner. This is because the work is based on themes that the teacher may not be used to, it brings the teacher down to the same level of the child and the pupil almost takes charge in investigating by askin g questions. The teachers main role is to create an atmosphere in which learners feel relaxed and do not have any inhibitions thus learners talents are exploited during the learning process. Of course, whilst there are numerous benefits to using these methods, there are also a number of drawbacks which must be considered. David Hart, former general secretary of the National Association of Head Teachers, Theme-based education will disadvantage pupils in the transition to secondary. And it will make the secondary teachers task much more difficult. This is to say that even though there may be benefits to teaching like this within a primary classroom, pupils heading from a largely thematic based style of teaching could possibly find that the generic style of teaching within secondary education i.e. topic-based learning, difficult to adjust to. Thus disadvantaging the pupils learning experience, compared to classmates who are used to this type of teaching. Further drawbacks of the methods include the need for ongoing collaboration between teachers and planning, as the themes must be carefully and thought through in order for them to be meaningful and make sense within the curriculum. Chris Woodhead, states in his report of 1992 that, Its harder for teachers to structure a coherent provision in the subjects that are worth studying if theyre trying to construct links between these subjects as well. The extra work that Woodhead comments on is necessary for the success of the methods because the intertwining of the curriculum within that one topic, as stated earlier, may be difficult and would require a lot of planning and collaboration with other members of staff, and without this extra work from the teachers it is possible that some content that could be covered may be missed. Finally, with regards to planning, the resources available to teachers within a school could also be a potential obstacle for the two methods. For example a school may not have sufficient ICT resources for all year groups to use in order to develop these skills during literacy or numeracy lessons. There is also the possibility that within these sessions that some pupils get confused and lose sight of the main concepts of the activity or lesson. This could be down to poor planning and organisation of the teacher or due to the pupil being over-stimulated with the many different activities in motion within the lesson, thus, resulting in the pupil being spread thinly across the lesson, leaving efforts for learning ineffective. The cross-curricula and thematic methods of teaching can be beneficial to teachers and students, as discussed previously they allow children to learn in a way that is most natural to them. As Scott and Ytreberg (1990) state: some children develop early, some later. Some children develop gradually, others in leaps and bounds. It is not possible that at the age of five all children can do x, at the age of seven they can all do y, or that at the age of ten they can all do z.. This is to say that children are all different human beings learning things at different rates. These methods allow all pupils to pick up the intended learning objectives and goals through this investigatory process, its through this process that the pupils become more responsible and engaged in their own learning. In effect this levels the playing field allowing the pupils to successfully complete the learning objective in their own way and within the intended period of time. However, it would be prudent to take t o these methods with caution as the drawbacks discussed do seem to have basis such as Biskup, D. (1990). History: In 1921 the Detroit Michigan Police Department first used mobile radio in a vehicle. Digital wireless and cellular roots started in the 1940s. In the 1940s new frequencies between 30 and 40 MHz were available. There was an increase of availability in channels which police systems were encouraged to use. Mobile units were available within private companies, individuals, and public agencies. In St. Louis, 1945 the first mobile telephone system in the US was introduced. Along the highway between New York and Boston a Public mobile system carried greater frequency distance in 1947. In 1n 1949, the FFC authorized separate radio channels to common carriers. A new system was developed with automatic channel selection in 1964. With this new system each call allowed customers to dial for themselves and it eliminated the need to push-to-talk operation. In 1975, in Chicago, AT&T was authorized to develop a cellular system. After this AT&T and Bell labs work with other cellular vendors to develop their cellular phones. Their phones were made so consumers would have the quality products available to use on cellular networks. There are many reasons why the mobile wireless has not progressed further in the last 60 years, this is because of cautiousness and federal regulation. The Federal Communications Commission controlled frequency availability. Their regulations and unresponsiveness had the most significant factors hindering radiotelephone development. The Federal Communication Commission delayed the technology in America by ten years. Health: Brain tumors and eye cancer are two health concerns of cell phones that are currently under investigation. Many people have heard rumors about whether or not cell phones are responsible for these health problems, but answers never seem to be found.

Fenstads Mother :: essays papers

Fenstads Mother In Fenstad’s Mother, by Charles Baxter, character is a very essential element to the story. The main character, Harry Fenstad, is a complicated person, but it is his mother, Mrs. Clara Fenstad, who I feel is a more important and complex person. In this brief paper, I will explain why it is my opinion that both of these characters play a crucial role in the story by complementing and developing each other’s character. Fenstad career is a brochure writer, but he also teaches an extension English-composition class at the downtown campus of the state university. He attends church regularly, and his passion is ice skating. I know that these may seem like simple ways to describe a character I have referred to as complicated, but there is so much more that lies beneath these plain descriptions. Fenstad says that he likes to teach because â€Å"he liked teaching strangers and because he enjoyed the sense of hope that classrooms held for him† (page 117). Harry seems to be a very distant person in that he likes to be around people who do not really know him. He would much rather be an observer than a very active participant. When he goes ice skating in the beginning of the story, there are a lot of people who are skating, but he can blend right in. He hs a few friends, but they are very similar to Fenstad. They like the same things and have the same attitudes about life. Fenstad does not want to seem to deviate from his own normal way of life. Fenstad’s mother, Clara, is a character quite opposite from her son. She is older and does not get out of her house much. She used to be very active in politics and loves to be around people. She has a kindness and generosity that instantly attracts other people. When she begins to visit Fenstad’s logic class, the students seem to be more interested in what she has to say than in what Fenstad is trying to teach. Mrs. Fenstad is aware and understands her own magnetism and tries not to take too much attention away from her son. The two characters help each other develop throughout the story. Fenstad is a person who is very reluctant to change, whereas his mother is an individual whose mind is always open to new possibilities. It did not surprise me that Mrs.

Why does the issue of immigration divide American opinions when the United States is a country built by immigrants? The online encyclopedia http://en.wikipedia.org defines immigration to the United States as "the permanent movement of foreigners to the United States." This online encyclopedia also states that immigration to the United States has been a major source of population growth and cultural change throughout American history." In order to establish an objective and well thought out viewpoint on this very sensitive subject, I thought it would be best to discuss as many different viewpoints as possible. However, my research indicates that is seems like everyone in the United States and abroad has his or her own stance. So I will limit this discussion to two viewpoints; they are as follows: • Those who oppose illegal immigration and want the immigrants to be forced back to their originating countries. • Those who oppose illegal immigration but would prefer that illegal immigrants that reside within the United States are granted citizenship options. There are obviously quite a number of people that are opposed to illegal immigration. In order to witness this reality today, all you really have to do is turn on your TV and search for a news channel that is covering current politics. You will definitely hear something in reference to the current issue of illegal immigrants within the United States as well as numerous videos or images of activists protesting or supporting the residential status of immigrants within the United States today. No decision has been made on what will happen to the millions of illegal immigrants that currently reside in the United States, but I am sure that the heated debate will become more heated when presidential elections occur. I think this will be the ultimate driving factor for a decision on what will happen with the illegal immigration issue we are witnessing today. There are numerous reasons why people oppose immigration. Some have antiracially motivated objectives. They simply reject imm igrants because of racist notions. Another reason why people opposed both legal and illegal immigration is because they believe that the population levels will increase severely, which will ultimately cause joblessness and an increase in famine and crime within the United States.(1) These reasons are more socioeconomically related. One could say the ultimate reason is due to fear of a negative impact at an individual level as well as a deteriorating environment.

This is based on articulation levels in sport so they encourage people that don't play sport that often or those that generally doesn't play sports at all to get active. Performance This is to improve the athlete's performance as they already take part and are familiar in the sport this would happen by regular practice, competition or skill training. An example of this would be county trials when they identify potential talent within the team that they could work with to make improvements that they can move up to the excellence level. Excellence This is at national and international level that will practice for championships round the world.The UK sport is in charge at the excellence level of a range of sports so they made some rules about the support of funding and training for athletes. These are to help progress the athlete through to the next two stages, development of the athlete to reach the podiums and finally support them with realistic medal potential. Netball Foundation- Th is is the introduction of the sport and where they could take netball into a further career. In school they would start to play netball, they could participate in the sport on the playground with friends or in PEE lessons.They will learn the basic skills needed for netball which is throwing the ball. The more that they participate in sports when younger they are more likely to carry it on into older ages. Participation- This stage is probably happens when you first start secondary school and this is where they would take part in after school activities. At the after school clubs it is an opportunity to all year groups. This is optional to go to therefore the student continue to return due to physical, mental or social reasons. Performance- The age range is round 13 when they start to play for an academy, county or district team.This requires a lot more commitment as you would need to turn up to training as it isn't optional any more and more times in a week needed to participate. In the teams you will be with the same age range, performance and skill level. Excellence- This is where you go to competitions to compete against top teams. This is where you will find the top players performing. This is the highest level that you can reach in netball and only the ones who put time and effort in to the sport will get these rewards.

Blending and Sounding

Grapheme-phoneme requires a great deal of sound mimicking from the students, visual and material presentation, as well as word utilization. The teacher should first understand that the alphabet is known to be units which have its own unique sound. Thus, the teacher should clearly establish that there are certain instances wherein sounds in a word constitute more than a single alphabet. Also, students should clearly identify that speech is composed of a variety of sounds.There are different areas that students need to fully practice to enable themselves to comprehend the concept of graphemes-phonemes and enhance their reading skills. These are (1) awareness of the relationship between sounds and words, (2) understanding the connection of a letter to a sound, (3) utilizing the relationship between letters and phonemes to identify printed words then read and spell them, and (4) understand what is read (Good III, Simmons & Smith, 1998).To do this, the teacher should first tell the studen ts that they will be studying a new sound. The teacher should then demonstrate how the new sound is enunciated. The enunciation of the sound to be taught should then be mimicked by the students to establish that the students become fully familiar of the sound. This should be done repeatedly until all the students follow through with the sound enunciation and pronunciation.After the sound has been mimicked and has become familiar by the students, the teacher should then show a visual of the letters comprising the sound. This would make the students identify the sound as a grapheme-phoneme for this specific sound does not consist of a single alphabet but a group of it. To fully make the students understand that there are more than one letter that constitutes this certain sound, the teacher should have some of the students assist in holding separate visuals to make the students aware that the symbols are more than just one.After establishing to the students the information that there i s more than just one alphabet that makes up the sound taught, the teacher could further make the students understand on their own that the alphabets being presented are separate by having them enunciate the sound of each letter individually. However, the teacher should have the students know that despite of the individual sounds these separate letters make; it still creates a new sound when combined. Since the students are familiarized with the letter composition of the sound, the teacher should then make the students understand that these sounds are used in words.To do this, the teacher should make use of words that comprises these grapheme-phonemes. He/she could utilize different materials that would help the students identify a word that contains this sound. Rehabilitation in Prison Essay

Prison rehabilitation programs are the methods stated by criminal justice authorities to keep prisoners away from committing further crimes. Previously, the purpose of such programs was to improve the character of prisoners but now it has been directed towards complete avoidance of crimes. These programs assist criminals to start new life free from criminal activities. There are several methods or disciplines of prisoner rehabilitation (Cartmell, 2011). Some prisons are into the faith-based prisoner rehabilitation wherein religion is used to encourage inmates to adapt some moral values. There are also prisons, which practice the nonreligious and nonmedical approach to prisoner rehabilitation. Some of their programs last for about six to eight months. This program does not use alternative drugs for its drug rehabilitation module, and the costs are extremely low compared to the other prisoner rehabilitation programs that use drugs and acquire the services of third party counselors (Cartmell, 2011). Although prisoner rehabilitation does not guarantee that a prisoner is release on the due date, if he or she will then follow a life of crime any longer, at least it will give him or her new perspective on life. It will ensure that prisoners do not go out with the same attitude they had when they came in (Cartmell, 2011). It will change their lives and give his or her hope that there is life waiting for them outside the prison walls. Parole is the discharge of an inmate, previous to the expiration of the inmate’s court-imposed sentence with a period of supervision to be successfully completed by observance with the conditions and terms of the release agreement ordered by the Commission (Christensen, 2003-2011) . The decision of the commission to parole an inmate shall represent an act of grace of the state and should not be considered a right.  There are several differences between parole and probation. Most of the misunderstanding regarding the words is that probation officers may also be called parole officers. Probation is part of a sentence for committing a crime. The judge decides how much time a person must serve in jail guided by the laws of the state and how much time after incarceration is spent on probation. Sometimes a judge will only sentence a person convicted of a minor crime to one to several years of probation (Christensen, 2003-2011). Although on probation, a condition of the sentence may be to have weekly or monthly meetings with a probation officer. The other conditions may be applied to probation (Christensen, 2003-2011). A person may not be able to drive, or might have a curfew. He or she must also not commit further crimes whereas on probation, or the probation may be violated. This empowers the courts to send the person to jail to serve the length of the original sentence, and to serve any additional time for new crimes. Parole, on the other hand, is granted to the individual placed in jail. With many crimes sentencing has a maximum amount of years imposed. These years in jail however can be shortened if the person convicted of a crime behaves well in prison. After a time, a person in prison â€Å"comes up† for parole. The decision to grant a person parole is made by a parole board. If the person has done well in prison, and early release is not contested, the parole board can shorten prison time. There is superior motivation to parole nonviolent offenders because many jails are overcrowded. When a person receives parole, he or she is often bound by many conditions. The violation of parole means going back to prison to serve out the rest of one’s sentence. When someone is on parole is quite similar to experiencing probation. One expects a greater degree of supervision and is bound by the parole board or the court to behave in an exemplary fashion (Christensen, 2003-2011). Probation is given as part of judge’s sentence during a trial. Both impose conditions on the person’s continued behavior. Violation of these conditions can result in serving some or serving more jail time. The Community Corrections Division supervises offenders who either been confined in a county jail or prison for felonies, convictions of more than a year, or sentenced to direct supervision in the community (Mangino, 2006) . Most offenders have conditions of supervision.  These conditions guides by public-safety considerations and engage each offender in programs to reduce their likelihood of re-offense. Offenders report to Community Corrections Officers and depending upon the offender’s history or crime is prohibited from acquiring contact with minors or victims. They’re also required to submit to urinalysis testing and to participate in substance abuse treatment programs. A range of sanctions imposed for noncompliance, up to and including jail time. In the European level, the empowerment of regional actors has not only been faced by the Spanish national state, however, it has also been faced within its own barriers. In other words, the territorial space and the functional space have been facing a friction in the Spanish state. Newly functional bonds have been replaced by the long existing territorial lies in the region. In the Spain, the concept of government has been widened with that of the governance due to this continuous process of Europeanization in the region. At the same time, the role of national governments, and particularly Spain, has been strengthened by the regional policy of the European Union in the region. In this regard, the policy-making and decision-making opportunities have been given to the Spanish national state by the European Union. PARTICIPATION OF AUTONOMOUS COMMUNITIES IN EUROPEANIZATION The process of Europeanization has been made difficult by the weak territorial framework, as well as, the institutions. In the last twenty years, an initial competitive adaptive strategy has been replaced by the autonomous communities, in which, each competencies against the central state has been preserved by each region. Some of the examples of this moving from an initial strategy are the new framework of 2004, which were created in the CARCE, as well as, the Inter-ministerial Conference on the European Affairs, which was held in the year 1988. The transfer of both national and regional competencies has been allowed by the Spanish constitution, as well as, its legal framework to the European level. In this regard, the consent of the autonomous communities has not been required during the transformation. In this case, the regional powers and central state have gone through a feeling of friction between them. At the beginning of the Europeanization process, the losing of competencies was not concerned by the autonomous competencies in their important fields of agriculture, fishery, industry, etc. Even they felt that competencies were regained by the central state by the utilization of transfer power, and by implementing community law to the autonomous communities. The central administration and regional governments came under the competitive situation due to the abovementioned reason, which occurred during the 80s, as well as, in the beginning of 90s in region. Therefore, the abovementioned are some of the factors that changed the situation of Spain during the process of Europeanization in the region, and which changed the perception of local, as well as, the regional states in the continent.    AGREEMENT OF 1985   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In 1985, the Spain accessed to the European Council, before which, European policy-making was analyzed, in order to find the coordination and cooperation inter-governmentally in the central regions. In the implementation of European legal acts, the Spanish regions were tried to participate by the regulation of proposal of the central administration.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In relation with the Spanish stage, the distribution of responsibilities was proposed by the Spanish government, where the European policies were transposed by the central state, while the practice was put on by the autonomous communities. The project of agreement of 1985 was not found to be so specific during the decision-making process in the European level. However, this agreement is considered as one of the important aspects during the transformation of Spanish government into a unified European state. SPANISH GOVERNMENT’S SECOND PROPOSAL   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   After the rejection of the first proposal in 1985, second proposal was given by the Spanish legal framework in the year 1986. In this proposal, some considerations of the first proposal that was failed were taken by the Spanish central-administration. Domestic policy-making was proposed by the Spain, in order to distribute the responsibilities effectively in the region.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   On the decision making stage, the regional governments were provided with all European governments as per the proposal of Spanish government. The competencies, their interests, and their related information were also provided in this second proposal of the Spain. Interestingly, the idea of an inter-autonomous coordination body was the most interesting and fascinating point of the second proposal of the Spain, which was affected the proud culture of the Spain, which was usually depended on its domestic policies, rather than depending on the responsibilities and actions of the regional states in the region. SPANISH GOVERNMENT’S THIRD PROPOSAL   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The conditions of the 1986 project were kept similar in the third draft of the Spanish government regarding the European policies in the Spain, as well as, in the other regional states. However, the participation of autonomous communities changed in the level of decision-making. In this proposal, the idea of an inter-autonomous coordinating body was dropped by the Spain, and a possible forum was seen as the Sectarian Conferences. However, new inter-governmental coordination mechanism was allowed for the discussion in this third proposal of the Spain. INTERGOVERNMENTAL AGREEMENTS   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   After the rejection of all the three proposals of the Spanish government regarding the participation of autonomous communities in the implementation of the European policies, an institutionalized dialogue was created by partial agreements, known as the intergovernmental agreements. Therefore, the Inter-ministerial Conference on the European Affairs was created on December 1988. The three basic principles were formulated in the second session of this conference in the year 1989.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   According to these principles, the central state belong the exclusive competence regarding its foreign relations with the regional bodies of the region. Secondly, the internal distribution of the competencies must not be affected by the accession of Spanish government in the European Union. Thirdly, the second session formulated that the legal framework of the Spanish Constitution should be followed by the central state during the exercise of their competencies. PROCEDURAL FRAMEWORK IN 1994 Finally, intrastate participation of autonomous communities was provided by a comprehensive agreement of the Spanish government, the European Union policies were implemented in the decision making level as per the agreement. The principle of unity in external representation was respected by the new agreement. In this way, the autonomous participation was allowed in their different fields of agriculture, environment, employment, fishery, health, social policies, education, etc. In addition, youth and culture were also given a significance importance, in order to keep their significant magnitude in the region. CONCLUSION In the Spanish recent history, the relation and act of the two processes that are, Europeanization, and decentralization have been observed parallel with each other. In the result, the problems of intrusion and conflict have been caused most of the time between the regional and central-state governments. In the last years, one of the most important questions have been faced by the European Union regarding its integration process, which is the question of democracy, as the reflection of France and Netherlands have been observed in the shape of their constitutional referendums. Conclusively, the process of Europeanization can be understood interestingly by the example of the Spanish reality in asymmetrical states. The governance in European Union level and its work can be extrapolated in this sense. Lastly, we have tried our best to define, understand, and discuss the meaning of Europeanization with the case study of Spain and its central state, as well as, their different proposals regarding the Europeanization in the region.                         Works Cited Robert Harmsen.
